The Community Technology Center (CTC) serves as a catalyst to drive Cambodia toward becoming a digital society by 2035.
Through the establishment of more than 550 Community Technology Centers (CTCs) in high schools across the country, the Ministry of Post and Telecommunications is building digital infrastructure to bridge the digital divide between rural and urban areas. This is achieved through online learning connected from Phnom Penh.
Digital literacy is a core pillar of the CTC initiative, providing students in high schools with foundational digital skills in computer science and digital technology. The program follows the Digital Media and Information Literacy (DMIL) Framework, ensuring that training meets both national and international standards.
Beyond school hours, CTCs offer public access spaces where local communities can learn basic digital skills, such as using the internet to find information related to agriculture, business, digital markets, e-commerce, and healthcare.
Each CTC consists of four main components: a computer lab for students, a training room for local residents and CTC staff, a public access space for the general community, and a postal service station.
All CTCs are equipped with high-speed internet to support the growth of the digital economy and society, transforming Cambodian citizens into “digital citizens.”
