About the Community Technology Center
The seventh mandate of the National Assembly has been and is highly attentive to the digital economic and social transformation as a whole through the issuance of the “Phase 1 Rectangular Strategy.” Specifically, the government has prioritized five key areas: “People, Roads, Water, Electricity, and Technology” as the foundation and important means to achieve Cambodia’s vision for 2050. The addition of “Technology,” especially “Digital Technology,” as a new key priority confirms that the government considers digital technology as a new catalyst of significant importance, potential, and innovation in driving economic and social productivity growth, as well as administrative efficiency. It also serves as a guiding policy framework for directing and promoting the implementation of the “Digital Economy and Society Policy Framework for Cambodia 2021-2035,” which is a guiding roadmap for the development and operation of digital transformation in Cambodia, and the “Digital Government Policy of Cambodia 2022-2035,” aimed at fully implementing digital government transformation.

In the effort to promote the building of digital human resources to implement the Digital Economy and Society Policy Framework for Cambodia 2021-2035 and the Digital Government Policy of Cambodia 2022-2035, particularly the participation in implementing the Phase 1 Rectangular Strategy, which has identified technology, especially digital technology, as the fifth key priority, the Ministry of Posts and Telecommunications (MPTC) has established a project to build Community Technology Centers at public schools to fulfill the mission of initiating digital transformation for education, which will contribute to the development of digital human resources and the digital future of Cambodia. This project reflects the long-term vision of MPTC, focusing on the development of human resources in digital technology skills at the secondary education level. The Community Technology Center (CTC) will become a center for training related to digital technology skills and providing postal services to citizens in the community, especially to students and the general public living in the area, with the aim of promoting digital human resource training, enhancing digital literacy, and reducing the digital divide in a supportive and innovative community.

The Community Technology Center, abbreviated as “CTC,” has been initiated by the Ministry of Posts and Telecommunications (MPTC) in collaboration with the Ministry of Education, Youth, and Sports (MoEYS) to provide training in digital skills, enhance digital literacy, and reduce the digital divide in the community in a supportive and innovative environment. The CTC has four main functions: (1) a Computer Lab for teaching digital technology skills both in-person and remotely, and serving as a meeting room; (2) a Training Room for training in technology equipment repair skills and short courses on digital technology skills for local authorities and citizens in the community; (3) a Post Office for providing services to receive and send packages domestically and internationally, as well as offering various services to traders, entrepreneurs, and citizens in the community; and (4) a Public Hall for community citizens to access computers and the internet to seek information related to agriculture, business, and online public services, among others.
With the official launch of the CTC, starting from the public school in Takeo province, MPTC plans to expand the operational scope of CTCs to public schools in other provinces of the Kingdom of Cambodia.

In recent years, digital technology in Cambodia has seen rapid and remarkable growth. However, Cambodias readiness to seize the digital sector faces many challenges that require active participation from relevant stakeholders, especially the need for knowledgeable human resources and sufficient digital skills. The CTC plays a crucial role in transforming Cambodian citizens into digital citizens by promoting the adoption of digital technology for daily living, characterized by efficiency and high accountability. In this spirit, the preparation of an operational policy book for the CTC is an essential task that cannot be overlooked to ensure that the functions of the CTC can effectively respond to the training and emerging needs of students and citizens in the community.
